Would you be open to pulling in a feature allowing sentry groups to be assigned to existing issues instead of just creating new issues?

I'll work on this weekend if it'd get deployed to getsentry.com

Definitely. We could probably do it in the base issue plugin which is part of sentry core

I decided to just do it here for now, but I'm happy to move the non github specific stuff into sentry core. It's definitely a little chunky, but I wasn't sure best way to handle having two different actions.

One way to handle this could be two different plugins so different links show up in the right bar.

Another possibility would be to have a NewIssuePlugin and NewOrExistingIssuePlugin in core.
